Internal resistance of a battery is a measure to see how good is the battery state.

The higher the IR the more difficult it is for electrons to move through the cell and the greater the voltage drop and the fewer watts provided.

Is the battery "bad"? Depends on the usage. Flying 3D is probably out but flying a trainer very sedately may be OK.

It is a TX battery, and hardly used.
It is designed primarily for the TX and has usually 1 c rating
