I have turnigy Transmitter battery ,
I am using it in Hobby king Transmitter,

Today when it shows low power, I put it in charging and found 1 cell out of 3 is not working

When I am checking on Red and Green wire via multi meter, its showing 0 volt
then rest two cell showing 3v+ (Red-yellow and Yellow Black)
but also showing 7v+ (Red - Black) instead of 11 or 12v

Its seems dead, but connectivity is not disconnected,
that why I am able to see 7+v in battery
Cell voltage is different than cell IR, your cell may not have any potential but it can still conduct charges. Thatywhy you are getting out put. Do you want to restore the cell?

If yes then you can charge it separately. But CAUTION: it may explode!!!. I have done several times but I can't guarantee. If done safely it works.
You need a DC voltage source, a multimeter, a clock and two wires to connect the cell with source. Please take long wires at least 1 meter to avoid any injury if the cell explodes!
As your cell is at 0 volt you should start to activate it with 0.5 volt first. To do this set the voltage source at 0.5 volt and connect the charging port (only of the dead cell, via the balance port terminal) + with + and - with - for 5 to 10 sec. Remove the voltage source and measure the voltage of the cell with multimeter. If it still at zero do this again for 3 or 4 times, you should get some voltage in your dead cell. When the voltage of your dead cell reach 0.3 or 0.4 volt raise the voltage at source to 1 v and repeat the process. But Please don't connect the cell and source more than 30 second. By doing this process repeatedly and increasing the voltage at source gradually you can charge your dead cell upto 3.0 to 3.3 volt. Then connect your balance charger to do the rest charging. Enjoy.
