Similar question might be  answered a lot of times in our forum.
Majority of us are using the Imax b6 (mostly clone) . which is the cheapest available programmable balance charger around.
That would suffice for a hobbyists applications in my opinion - unless you keep Lipo packs that weigh more than half a Kg !!!

The IMax B6 and similar chargers take a wide range if I/P voltage that is 12 to 18... But most laptop chargers have an output above 18V, thus it can't be used.

I would say- TURNIGY Accucel
I had one and it worked flawlessly for over 5 years.

Thanks ,can you suggest power supply too?

Glad to help you mate!

Go for any ordinary DC power supply.
I use a laptop charger, just do a little surgery with output pin and it'll work great!

Make sure to check DC output volt, do not exceed the recommended volt.

You can get it locally from any computer seller etc. It'll cost you hardly 600 bucks or so.

These kind of chargers work well with a 12v DC supply... A 12 v 5amps switched mode power supply can be easily sourced from good electronics stores for around 500/- .
Other wise you can buy a charger with lines input like the B6-AC , for which you don't need a separate powersupply - can be plugged In to the mains.
