Low voltage in one cell

I have gens 3s 3300mah battery one of the cell is showing low voltage while charging so what could be the reason and what should I do??

1. Wait till fully charged
2. If still unequal, select 'Balance' option on the charger, and 1-2amps rate, ie, 1C or less.
