Not qualified enough for a firm advise but ,I could suggest going to your Local Flying Field, and ask the same from your local senior flyers. And if it's not feasible then RcBazaar Sky Surfer v4 might be an look-worthy option [counting you have a radio and a charger etc]

Welcome to RC INDIA.
Try to avoid buying anything whose parts (especially Tx/Rx) can't be reused in future models.
About 8-9 years ago, when all my stuff was packed away somewhere else, and I didn't have anything to fly, a friend ordered me a Nine Eagles model nearly identical to the F949 you are considering.
Quite nice for a beginner, but a complete waste of money for further progress.
Good for a quick entry, (and quick exit) from this hobby.

I'll shortly post a minimum budget requirement and a few options for your consideration.
Regards

@abirdd,
An estimate of initial cost:

2000 for a simple 4 ch Tx/Rx
300-600 for motor
500 for ESC
200 for 3-4 props
750-1500 for 1-2 lipos (2s 1000mah or near)
250-300 for 2 small 9gm servos
500 for a simple charger
500 for sundries like pencells for Tx, pushrods, horns, connectors, wheels etc
This will exhaust your 4.5k budget even without the second lipo, leaving no money for the model!

Many flyers here (Indore) have started successfully with Skysurfer type models.

AS MENTIONED by kk iyer. dont buy parts which cannot be used in the future.
so please avoid buying cheap readymade airplanes . i  used to do that a lot ( shopkeepers used ti just sell it to me and i knew no better) until i got into the world of brushless
u can make it as follows
motor cost 500
esc 500
radio with receiver 2-3k
battery and charger 1000
cheap servos -500
some cardboard/ thermocol or u can buy a skysurfer and radio ( the easiest way)
thats the best way to get into this hobby.

i understand you are on  a budget . consider saving its worth the investment
. when i first started and asked my mom for 10k to buy a skysurfer years ago.. she was shocked that i wanted 10k coz usually i asked only for 2-3k.. but the investment was worth it. flew the skysyrfer non stop everyday for 6-7 months ..only had to buy a additional lipo.
and then started making my own models with skysurfer parts.
welcome to the hobby mate.

check the for sale section.. i am sure you will find all parts there.. maybe dont buy new parts..just buy some depron sheets. and make the axon model as made by experimental airlines on youtube

p.s record the first time ur scratch built model flies.. i wish i had recorded mine... coz its gonna be a very memorable moment. later when you look back you'll see how far you've gone. :-)
