Is there any licence need for RF scanner as certain devices rating can't be seen

There are various RF scanners in a fixed bandwidth that I wanted to use as it is great help for determining approx frequency range of device used sometimes old and not visible as it blinks and helps to get appropriate device for it.Wanted to know is there any licence or anything needed
