Nope, it is tied to specific user logins. At least that is how I have seen it work so far.

I see the following in all offer emails : "This special international offer is yours exclusively and you must order using this e-mail address. This special offer is not retroactive and not applicable to drop-ship items. Please, only one promotional ad number per order.".  Similar rules are applicable to the offers within the US/Canada too.
