in india which bank provide facility of payment in us dollars in lowest charges......

Used CITI, HDFC & ICICI in the past All have similar exchange rates

hi mate.
if you use PAY PAL you can pay in any currency...........but not sure of the 'charges'...........and have buyer protection..
