I would like to buy the MULTISTAR 2216 V2 Propeller Adapter set ( 2*CW/2*CCW ).
Unfortunately,the merchant is declining my card at the end of the process.
Any ideas on what this issue maybe ?

Which bank card are you using? Is this your first transaction with your card?
If this is your first transaction then it is better to ask your bank customer service executive whether your card can be used to pay in dollars or not.
Point to be noted that after sudden ban of 500 and 1000 rupee notes there were slight problems for couple of days for online transactions.
If it was axis bank card then you might have faced it because even I faced it and also confirmed the same from customer service executive.
And multistar has nothing to do with the payment..
You could probably try after couple of days.

I am using a MASTERCARD issued by Canara Bank.
Well this isn't my first transaction with my new card. I used it to pay for merchants in India.  But uaing it for international merchants for the first time.

Then you should probably check with your bank.
According to my knowledge only few bank cards are usable with different currencies.

sorry but the buyer is asking for the whole motor , he can give you a discount if you want and sure you can keep the motor as well if you need in the future as a spare
