Diy rc Plane: License Required ?

Hello fellow hobyists, I was wondering, whether or not one needs some sort of license or registration for a home built rc plane ?
My plane will weigh about 2kg and have a span of 2m.
Any help will be appreciated.

Yes. But currently DGCA is not accepting fresh registrations

Is it free or do you have to pay ?(most likely)
If so, how much ?
And could it be done online ?

When the registration was on earlier it was free, and online. Now it's closed.
