There are many HAMs here in Qatar, and I know some Qataris who hold HAM licenses.  I got some interest in it during college days, but programming become the passion, and the rest is history ;)

Our member Morli (Murali bhai) is a HAM who does HAM stuff in Qatar too.

Yes even here in UAE there are nationals with Ham passion. But they won’t issue a call sign to a non national.

The simplest explanation to your question is that they (ham members around the world) chat using various radio trans receivers (instead of online chat).  They also come together to pass information on an emergency situation using radio or morse code when other mode of communications are down.

Google !  The politically correct naming seems to be "amateur radio".
