Can we run a BLDC motor using 2*9v batteries  :(

It depends on the voltage range of motor, you can join the batteries in parallel,it will act as one big battery but the voltage will remain 9v

Yeah, you'll need a bigger 3s or 2s battery for that motor.
What are you using it for?

3s and 2s denote number of cells in a battery.
A 3s lipo will have a voltage of  3*3.7=11.1 nominal voltage

Ok, so it is mandatory to use a bigger battery than this to run this motor?
