Going in and out of India with drones, DGCA incomplete rule book ?

So, we saw the new rule book and the FAQ page says this -
Whether drones fall under the category of restricted items for carrying in hand
baggage in aircrafts?
Drones are restricted items and can't be carried in hand baggage.



So, is DGCA saying, drones are allowed in check in baggage but not in hand baggage, is that correct ?

And the rule book says, one needs ETA and DGCA clearance page for import. How would someone who already have a drone since years get this ? Thats plain stupid.
And will the customs consider old carrying drones as new import ?

Seems its all unclear still.
