Title: No transmitter or receiver in parcel but customs still asking for NOC from WPC

I had ordered DJI naza m lite GPS module flight controller for quadcopter and a s500 frame from hobby King. The customs held the parcel , when I called them they are asking for a NOC from the WPC . I explained them that the parcel doesn't include any kind of transmitter or receiver but the talked  rudely and said wouldn't release the parcel if I don't show them the noc . Is it needed ,I can't understand what to do.

AliExpress is safer I think. Have seen some Indian reviews of tx s and fc modules. Try contacting the stupid custom guys and explain, also you may have to mail the invoice or show them as such. These guys are really frustrating and discouraging fellow rc enthusiasts all over the country.  ??? :-\
