Is that possible to create a RC in which a Single Person can travel? In india?

The moment someone travels in it and is able to control it from inside, it is NO longer RC

There are many many varieties of single person aircraft (planes, helis, gliders). I know one guy in Kerala who tried to make a heli. His first attempt was not that successful, so he is working on his second version.

Is there any norms in india about such planes/heli/gliders?
