It has such a welcoming clause for 'Hobbyists' Drone developers, as long as they don't indulge in commercial activities. Such clear and recognized guidelines would really help institutes and individuals in the country to innovate without the fear of LE goons. I bet there is enough safe air space outside every city where such flights could be carried out without endangering people /violating any laws.
