Actually its a cross between a plane and a hydrofoil.
Its a Ekranoplan.

Unlike a hydrofoil, it moves completely out of the water but unlike a true aircraft, it can only fly in ground effect. That video shows about the highest altitude it can achieve. Was designed to carry heavier stuff than any plane at the time and faster than any ship. It dose not work in rough weather though. That is why it was limited to rivers and lakes.

Another thing, it goes by the name: 'Caspian Sea Monster'
