Unless the seller committed explicitly to your offer, he should be free to sell it anywhere. Local sales are preferred by many (to avoid shipping hassles).

I didnt knew you wanted the prop. But it costed 110 to me + Rs 50 local post. "INR 20"? i dont know why has it been mentioned.
I also took a 25 amp esc as well, so i didnt found postage expensive.

Rs. 20 is ONLY for a blade, but what I have given you is a full set of folding prop, it has a hub, spinner, pair of blades!
No can ever find blades for a propeller for Rs. 20, I gave them out!
@SunLikeStar: You have given me a negative feedback, well neither I am concerned for that, nor anyone else. But please don't mind, I think you a type of person who is quite demoralizing in nature and kinda gimmick! I am not hurting anyone's intention, so please don't take me wrong.
I know that I have given out the stuff in 100% atonement manner, with a blissful service as intended. The business was transparent and after sale help is also a foremost exigent element for me.

Actually i read your second post today itself.Just finding that another Lucknowite is at this hobby, i was so excited that instead of readind further posts, i PMd him and got his number. Then in casual talks regarding our progress in hobbies, i came to know that he has a 25 amp ESC, as well, which he did intended for sale, but to help me he can sell it to me. I took it for following:

Since i was unable to get sufficient thrust from the fan, he also suggested me the prop. Our mentallity matched, and he agreed to give me prop in INR 110. I was still unaware of the cost he posted or the other stuff too.
When i recieved fan yesterday, (the whole assembly), I found it worths more than that.
Today i read the complete thread, and i found the cost @20 INR, but still confused. By mistake he might have written "20" insted of "120" i thought.
It is a long explaination i know, but it worths here.
@sunlightstar,Please dont get dissapointed. if you had the deal finalized, you can take it from me. But the whole assembly :). If not, then definitely and proudly i am going to keep it.

Removed the negative feedback. Although the seller could have done a better job of communicating the status (especially since the buyer was ready to purchase at the stated price), no commitment/agreement was made by the seller. Hence the negative review does not stand.

The same issue came up with a sale by Ajo (mail4ajo), where the exact same thing happened. It was put on sale here, someone expressed interest on the forum (probably at a lower price, I am not sure), but it was sold locally.
In such cases, the only thing we can formulate as a rule is that seller MUST deliver on any commitment he has made with any buyer. Until such commitment is made, everything is fluid, and the seller is at his discretion to do anything with the item, including removing the item completely from being on sale.
I believe this is the best option for the longer term, and I am sorry if others feel this is not fair.
I dont think any new rule is required, every thing is in place already. Please understand i am not dragging this just for sale of a prop. My only concern is for the trade feed back system.
Exactly my point. What has transpired does not seem to be reason enough for a negative feedback.

I would take objection to the "booked" item part in your comment... that is the key point in this discussion. If the item is "booked" (which would imply that the seller also agreed to the "booking"), then that is a whole another issue.
At most one can say the seller sold an item on which interest was expressed.
PS: Not sure why I am getting "lawyer-like" on this, but precedents are to be set.
