I would say very irresponsible of the pilot - not good for the hobby.

Well if it hits power lines it will turn into fumes for sure

I had once hit my quad to a power line 8-) , luckily only the prop touched the wire :) and because that line had that that black steel wire around it :) everything was fine , nothing burned , only my quad's prop got broke and it fell , but I again flew after 1 hour of repairing , lucky me ;D
