DGCA drafts rules for Drones and multi rotors.

In an article today in times of india, It was mentioned that multi rotors below 250g will not be required to be registered and will not require a license. Multi rotors above 250g are also divided into different weight categories but they all will have to be registered.  It also mentioned some rules for flying multi rotors.

Does this mean that we can import multi rotors below  250g  without any problems?
