where would the problem be in a completed hexacopter setup where motors are rotating with little speed(0.25rpm), and rugging itself like its blocked..

When the motor is damaged or when the esc is damaged.

I second Prateek. Swap the ESCs and/or the motors and boil down to the problem. If you need help then you're welcome to drop by sometime!

the problem was with the esc's , well they're probably not faulty,
firmware error? what all can that result in?

What esc are you using?

Try to Re-calibrate your Esc One by One.

So maybe it can solve the problem.
