people i want to build a quadcopter under 9000 but its going above 10000 any body there to give me preowned parts

the cost of ur quad will depend on what setup u intend....

the lowest i have gone for a quad is 8-9K ( without Tx Rx) with a ready frame etc etc just assemble and fly..

Hobby king is not a fraud....I have bought from hobbyking for about...Rs.8000 and I got everything perfect..

I agree with santhosh.. They are not frauds but the indian customs may screw you a bit sometimes... 
The waiting time will be almost 2-3 weeks after shipment
