Similar thing happened when I had bought a USB programer for HK quad board. It had a blob of solder strongly adhered to four pin of one IC. I  had to chip it with clipper and desolder remaining  stuck pieces. Now I am not sure about connecting the board to it for the fear of frying it. Went ahead and bought another one. If onlybi had noticed it in time I could have got a replacement for it.
