You need to consider dragon link modules which are meant for reliable connection over long distances. However range can be better achieved in open space even with costly piece of equipment.
For FPV setup I would suggest AOMWAY 1000mw transmitters with diversity AOMWAY diversity receiver aomway RX006. From diversity receiver specifications it has very good sensitivity and also it is very affordable. However I cannot exactly say the above FPV setup has 10KM range but has very good range.

Tbs Crossfire, The original unit should do fine for control, as for video 2.4ghz with tuned antennas( antenna tracker would be better).
This setup should be sufficient for 10Km.
