Title: Procedure for obtaining Equipment Type Approval (ETA) from WPC

I would like to share the procedure of obtaining Equipment Type Approval (hereafter ETA) from WPC.
If you want to know what is ETA or why it is required read the following posts;

In short, no license is required to use 2.4 GHz to 2.4835 GHz or 5.825 to 5.875 GHz. However, the equipment need to comply to the following
Maximum out power of transmitter : 1 W (30 dBm) in Spread of 10 MHz or higher
Maximum Effective Radiated Power: 4 W (36 dBm)
The above requirement is specified in the below WPC Notification

So, to prove that the above the Equipment is to be Type Approved by WPC (ETA). Also, after ETA Approval one should obtain a Import license.

As you see, as per the current system the information of the equipments type approved till date is not available to the public.
Also, ETA is to be repeated by everyone :banghead: intend to import since ETA is provided in the name of the company/person applying for.
I will continue with the First step in the next post.

STEP 1
WPC follows online application process (+hard copy after applying) for ETA.
If the item you want to obtain ETA is in the equipment list, you can proceed with the STEP 2, otherwise you have to get the item added in the equipment list of WPC website.
Check in the following link:

Equipment category : Transceiver
Equipment Type : EQUIPMENT
and then select the Manufactrure & Model,
If the item is in the list you can skip STEP 1, other wise follow the procedure below to get the item added to this master list;

Fill in the RF Equipment Proforma as per the below file & submit to WPC office along with catalogue of the item

Please note that this process may take upto one month. However, in my case no action was taken even after two months and then I filed grievance on http://pgportal.gov.in/Default.aspx (http://pgportal.gov.in/Default.aspx)
and action was taken by WPC.
Refer the attachments for the actual documents I used to get the FRSKY products added in this list.

Second step is applying for ETA. I will update with the procedure after few weeks since the application is being submitted today.

People who import regularly , may have done the same process, but no one described the  process in detail. There are many threads regarding import of radios and custom help, but have seen, rarely any lhs have come forward with such help.

wait a minute please. Is this all??? don't one need to verify the item individually testing (that the data one filled in the format are true) by some recognized agency? will WPC then issue you NOC to purchase (from abroad) any item from the list?

Last, can an individual will now buy from abroad any item from the above list?

Sorry, sir. I have not properly mentioned that there are three steps involved in the procedure;
I have explained only the first step till now, which is adding the item to the WPC database.

Second step is the actual application for ETA which needs the test reports. This is to be done online (selecting the item added in the first step) with submission of hard copy. If the item is already in the list first step is not required which is already mentioned in my Reply #1

Third step is getting import license using the ETA obtained in the second step.

I was never able to find who really do the job-"the test reports". no where i found info on that, although there are lot of service providers  but simply they are always out of budget for an individual TxRx import.

Btw, perhaps Import Licence "should" not compulsory if Import is strictly for personal use and not for trade. I remember, customs always ask everybody for IC code  whenever someone found stuck :banghead:. (may be my this  assumption wrong)

1. I used the test reports made for FCC approval from the following link. But, Turnigy transmitters are not found in this database.

2. As per current system, my understanding is that import license is required for personal use too.  I feel that it does not matter whether it is for personal use or for trade.  Think this way : Firearms are restricted item for import. Am I allowed to import a pistol without a import license for my personal use?

I have compiled sometime back a list related to products used by us;

The list is result of Step 1 of the procedure explained by me above and it does not mean all items in the list are Type Approved.
For example I have submitted application to add FRSKY products and were added by WPC and the list shows the same.
But, my ETA approval for Taranis X9D is still pending.

Only the person/company/wpc knows it.
Please note ETA is not one time approval. ETA is to be repeated whoever wants to import it.

Hi Guys, ....I am for about 3 month in delhi on sabatical. For flying I brought a t14sg and a dx7s to india.
Reading about your Problems to Order remotes I offer to leave them Here in delhi and Buy new  ones at home. Motivation is Just Beeing a Little of help.  I leave 20th of Dezember, so at lease the t14sg will bot be available before that Time. Booth are Almost new .

Hi Seniors and friends

I ordered mjx x900 hexacopter from everbuying.com in November end  2015 registered mail with tracking info. I received  it in a month  as it was mentioned in their website. I did not face any problems with custom and was delivered to my address without custom duty. After crashing it few times gyro stopped working.

So I decided to buy mjx family  (x900,x800 x600). This time I got good deal on banggood.com(105$ all 3) so ordered it without any research. Shipping through EMS(3$ extra). This time it is stucked at ced ahmedabad for more than a week so I called them and they said you will receive a letter which I did after 3 to 4 days of calling them. Asking for 1. Invoice  2.  Noc from wpc  3. May be custom duty. (Copy attached)

I did emailed them Invoice,  PayPal receipt and also gazette 2.4GHz mentioned it's was just RC toy for personal use. But no reply yet.

So now after all research about wpc noc and eta. I have some questions in my mind which our Seniors might HELP me for
1. Do customs ask for only NOC or also ETA?
2. Does noc contain full details regarding product or just name of individual(importer)?
3. Can I apply for any similar 2.4GHz transceiver which is already eta approved for NOC? (Example : RC Fun Sky 2.4GHz)
4. Can any one help clearing this from customs?

My Friend, Getting NOC, ETA or import license from WPC is no easy task. I have applied for it and no response for months together. Even I have filed RTI, public grievance but nothing happened. Waste of time. These guys are sitting ducks and wont do anything even if we provide proper documents and proof. Pay money to customs and get the product.

Hi friends,
Quickly wanted to update this thread and also the forum members who are keen on getting the ETA. Not sure if any one has obtained but definitely no clear answers from people who have received it till now. I had basically applied for the ETA for 3 devices flysky fs T6 and c6 and T9 a month back and the reply from RLO chennai was as follows;

They had sent me a letter stating that thank you for applying ETA but we need further missing documents from your end and stated that;

1. First and foremost ETA should be individually applied for each device. ( This is absolutely ridiculous as I have sent 3 separate applications for each device in one single post as hard copy. I think now they want me to mail it seperately )
2. They wanted a NOC from the manufacturer of the device to RLO - WPC stating that the person is entitled to sell this items in India. ( Not sure which manufacturer will give such letter )
3. Again they mentioned that they want evidence of test report for each device ( I have clearly given this docs by downloading from FCC website for all devices)
4. Last but not the least... This is the ultimate. They say that I have to take a DD for Rs 10,000 for each device that required type approval. ( what the heck is this guys !!!! Where the .... have they mentioned this in the WPC website ? For a de-licensed band we don't have to pay anything and it has been clearly stated. Only to get the import license Rs 500 DD need to be taken. These corrupt  officials will not even know what they are asking for... I will post the picture of the letter received once I am back home. Totally fed up and frustrated with these guys....

I was buy flysky i6 TX,RX  from banggood with tracking and insurance. but this parcel is hold ahmedabad custom, and sent me notice for this parcel,
so, please help me about this. release for this parcel need to no.1, no 9, no 10 document , also bottom line something say.. so please guide me possible in maximum details. also advise me what to do.?

1. you can juss print the invoice from banggood orders page

10. you wont be getting anythng from wpc office they would juss reject and say we dont give permission or written certificates for such items and they have stopped giving it since years well what you can do is you can read about the guidelines of wpc from their website what power of tx you can use in terms of "db"  transmission frequency etc hopefull eveythng is satified by the i6 flysky then too check and take the copies with you if you are visitng customs office visiting is better as you get to knw if you are getting it or not and you can further conveience the officer more better
check here if your tx is listed in the list you can take a print of this and this is the certification of wpc that its been approved as its in the approved list of equipment
all the best its not easy to get a tx through customs  :hatsoff:

this website documents prints + bill invoice+ ur id card and a letter mentioning you are doing some college project or so and using all the frequency and wireless stuff under the wpc approval thats it and request them again i would say physical appearance before them would be better to make them understand :)  :hatsoff:

as per ur tx as its approved by wpc thats enough of the document also tell them you neva knew about customs issues and import license this was the first and last time u used it for college project or so ................ :hatsoff:

2. Also, how much did it cost you for ETA of each transmitter.

Since the ETA form for WPC is very detailed & technical:
With information on Details of Transmitter & Receievers.

Could you provide us with a copy of your ETA form - so we know exactly what needs to be filled where ?

A lot of the information on the form, such as Tx-Rx Channel Spearation, Carrier suppressions, Unwanted Side band suppressions, 2nd Harmonic Radiations, 3rd Harmonic radiations, etc are unclear for me.
Although I have the Test reports of the model but I am unable to fill in the ETA application form.

Would be really grateful to your help

I need to purchase a Parrot AR drone 2.0 from the US seller. Would I get trouble at the customs? I still am unclear on the process of obtaining license? Also what's the total time I will lose in obtaining the license? The drone is for college use. Can somebody help me out here. Has anyone completed the entire process?

Can somebody help me understand THIS-WPC ETA is required for each make and type of transmitter. But if some transmitter is already approved by WPC(like Frsky X9d listed in wpc website), Do we have to get ETA for it for each individual? Or can we get the ETA from someone who has done this and show it to custom official and get to?

If someone already have the license then he can do everything for u and u can take the tx from him. But why would a person having licence is ready to help u?
All LHS do have licence and so they sell equipment and they expect profits in return.
So if a person has it then probably he would sell them for profit which would be similar to what LHS are doing.

I cannot say that their points are invalid but its upto you. But still if you want to try your luck then please go ahead but there is always a threat from customs. However if above points are valid then you can import with WPC licence.

I must have bought stuff worth 1.3L from BG in the past 2 months that included all kinds of RC stuff (even radios!). Got everything in fine condition and without any customs issues (even for stuff that came via India Direct Mail).

Come to think of it, I've never faced any problems for stuff ordered from BG.

what shipping did you chose while checking out? If it was India Direct Mail then I would ask you to check it once again on BG.

I am posting this on what i read and understood from (wpc, dgca, dgft, customs) about our drones, RF remote while on import.

ETA-(WPC) :- Eqiupment Type Approval (Wireless planning & coordination wing)
DGCA :- Directorate general of civil aviation
DGFT :- Directorate general of foreign trade

This would be like summarised points and FAQ.

According to EXIM( export import) policy of dgft:-
*  importing drone(micro, small, medium, large) requires ;
     step1: ETA from WPC
     step2: import clearance from DGCA
     step3: import licence from DGFT

     But for nano drone (≤250g) operates in de - licensed band requires ;
     step1: ETA (WPC) only
     and does not require step2 and step3.

And by EXIM policy of dgft:-
*  importing (radio remote control apparatus) is require step1:ETA (WPC) only and exempted from
    step2 and step3.

Details of steps:-

Step1: ETA (WPC) Fees ₹10,000 for a make/model
And there are two types
  _type(i):- ETA through self-declaration {online service}
    *    This type is applicable to the products which are exempted from import licence and working in de
          - licensed fr bands
          Eg:- nano drone (≤250g), radio tx are applicable to this method if they operates in license free
          bands. Because since they're exempted from import licence.

_ type(ii):- ETA through normal procedure
     *    This is applied through RLO (regional licensing office) wpc and applicable to the products which
           are required import licence.
           Eg :- drone( micro, small, medium, large)  applicable to this method, since they're required
           import licence.

Step2:- import clearance from dgca } fees - don't know
Step3:-import license from dgft        }
     These steps can be applied through digital sky platform.
      Eg:- drone(micro, small, medium, large) are applicable.

FAQ:
Q1. Whether ETA obtained for make/model by one person can be used by another ?
Ans:- yes, for ETA through self declaration. But ETA (normal procedure) I don't know.

Q2. Whether nano drones and radio remote tx are required only ETA (self-declaration) by customs while on imports?
Ans :- yes, that's enough. But if you are going to freshly apply ETA through self-declaration for a new make/model means, have to pay ₹10,000 as fees. But there are make/model already ETA (self-declaration) obtained by some persons, eg:- dji mavic mini, futaba tx, frsky x9d+ etc and if you are going to import the above said one, then download the ETA from website and show to customs. You are free from ₹10,000 fees.

Thanks for providing required info. I'm trying to get same for FPV transmitter and video receiver.
When go to saralsanchar site and apply for ETA, it asks me registration type. Its not clear what do we select as an individual doing this for hobby.
Only option relevant I see is WPC Exams/Certificates.
But it does not sound correct as it looks like for some examination.

Can you please suggest?

Did you get the ETA? Also If someone has already got ETA
For a particular controller then can I use the same to import my controller if customs has held it. I recently bought a Radiomaster TX16S controller and it's now held in customs (mennambakkam) and they are asking for ETA and import permission . I found that this is available in their https://saralsanchar.gov.in/ website the older website you have mentioned in this thread are removed I guess. I have given the ETA existing in that website to the customs office hope they clear my controller :headscratch:.

They might clear it but they sure will charge you a hefty customs duty. I faced the same situation sometime back for the same TxRx
