The best way is that you should approach an appropriate lawyer, he will easily get you through this, Else, you can get a NOC from a local police station, Thats the best way which would get your parcel through, These customs guys have no idea how high level DCGA AND WPC are and asking them for a licence for a quad smaller than a bagpack is stupid, Hope this helps. Update the thread and let us all know the status. And one more option would be to check out with an LHS and ask them for help as these guys have access to all these stuff.

You can show them this regarding WPC as 2.4ghz doesnt require any license, underline that part.

Your option suggested in the second post might not work. However, the first post is workable. I had shown this WPC notification indicating this fact. They would point to a clause mentioned that license is required and deny.

Also the clause mentions about a different type of tx which the customs people will have no idea as its not related to the drone and had a NOC letter from a police department and got his item cleared. I am not 100% sure that this might work but this is the only way......

Yes that's the only workable way. I couldn't get it cleared. They wouldn't accept anything other than N.O.C. from WPC. I am referring to the Mumbai Customs.

it will be worth a try to go and meet the officer personally and explain them that this is not for commercial purpose and for personal recreational activity only. Also take few printout of WPC website pages which clearly mentions about 5.8 GHZ frequency details.

Did you happen get the licence, or the parcel through. I recently ordered and its stuck for the same WPC licence.

In case, you got the WPC licence, can you suggest the way to get the same.

please raise a grievances  at this link .. http://pgportal.gov.in/ you wont be getting your order by this .. but i am trying to get someones attention to solve this issue of customs asking for trade license and dgca noc ..

IMO if this happens with you again or with anyone else, you can hire a customs clearing agent to clear your parcel.
