from where can i fine measurements of designing an rc plane body

Try Flipkart.com, their server is down, but they sell imported books at much better price. Still I would suggest that you buy it from towers as getting book from west is absolute no-trouble. Towers sends me their catalog and MAN (Model Airplane News) without any hassle for me.

making photo copy of Blue Print would be copy right violation. There are loads of sites which offer free plans in PDF/DXF/DWG format which you can take to a Architectural Printer (Plotters) and print at Rs 80 (A0). It is much cheaper than posting the plan rolls.
