I've received a letter from Customs requesting the sales invoice and wpc type approval.
I am a senior citizen, retired from teaching electronics and technology, and I have now been flying radio controlled aircraft for 50 years, and have been a member of several officially registered radio controlled model flying clubs, during this period. I am well aware of the need for rules and regulations to ensure that  we fly safely and don't disturb other users of the airwaves.
However, the way in which these rules are applied and enforced is the determining factor, as to whether restrictive practices are in place, and I have some sympathy with the view

I cannot comment on what are LHS'es doing and there business practices/lobbying as such because have found no supporting data on the statements made in the post you quoted.

Have you tried to talk to people at customs regarding your parcel? Have you given a shot at explaining to them what the items you are trying to import, their purpose and usage given your credentials?
I ask you this because I really don't expect people handling 1000's of various items at customs to have an inkling about what an 5.8ghz cloverleaf antenna is or for that matter any thing that's very technical in nature. For the man over there he opens your package, sees 5.8ghz printed on your antenna and simply asks you for an approval because that's what GR book says, 'such and such frequency equipments need type approval'. That way he shifts the responsibility to WPC who although qualified, yet plainly deny you the approval as reported by members who tried to contact them. Again I have no idea where did they go, whom did they talk to. And neither can I guarantee on WPC's awareness about the items we use in this hobby.

You may need to talk to them over phone or go and meet custom officials and may require to create awareness about the item. You will need to persuade them. All these issues we face are because of lack of awareness and as a community I haven't seen anything being done about that from our side other than being critical about there practices and policies. And I'm not talking about personal meetings with these people but an invite to those people to a nearest flying field/an annual meet on a fine Sunday morning and explaining them how everything works.

Received my order today! :D Postman collected Rs. 471 i.e. 12.2% as duty on an order of about Rs. 3857 (Total comes to be Rs. 4328). It took 18 days (14 business days) to arrive. I'm super happy! Tower FTW!

By the way, just for fun, I've attached two photos. Both packages were ordered through Tower, one was through UPS (last year) and one using International Air (USPS). I figured that they're actually the same standard packing boxes.  :giggle: :giggle:

But well, I did save Rs.3000+ by using USPS! Moreover, no item was damaged/lost -- everything was fine.

Its better to Wait and watch. Don't mes up with them.
I also have a parcel waiting for nearly 2 months . If you try calling them or urge, you will be in trouble.

I find these pdf , they say that 2.4 GHz to 2.4835 GHz & 5.825 to 5.875 GHz were exempted from licensing requirement with certain technical parameters.( Which parameters ?)
This is same as *conditions apply, written in small letters.
This also does not states that, you do not need any licence for importing the same .

seniors or experienced person please see the below files and let us know what it states clearly.

As far as i know from my H.O.D who is Retd. Group Cpt. in IAF, he said that 2.4Ghz for indoor use and 5.8Ghz for outdoor use. He worked in Radio Comm at IAF.

I would like to share my conversation with the Asst Wireless Authority (South).Since WPC office in Chennai was very close to my office,one day i walked into WPC office to speak to the AWA. I don't remember his name, but he was very nice gentleman who answered almost all my question on importing a Wireless transmitter and receiver.

The bottom line was,RC Tx and Rx equipment's(even 2.4 Ghz) are classified has restricted goods and customs have all the rights to impound them and release it only after proper approvals. Have said that WPC don't have any problem in using the same Tx and Rx in India and does not need any approval/license.

The AWA was of the opinion that for an individual getting a WPC approval was not really worth the effort and process  is not for faint hearted. At the end of the conversation,he was so considerate that he even dug out couple of C&F agents to help me on my customs clearance.

The background of the visit to WPC was to check if my friends Tx and Rx  imported into India from HK can be cleared legally by all the authorities.We took a risk and as back up we had even put a C&F agents on line of duty.But to our luck(beginners luck) it came through without any hindrance from customs(3 months) back. I guess Chennai FPO are little more considerate when compared with other FPO.

PS : The wisdom of this form has put whole new perspective to my RC hobby. I suggest you speak to the officer politely(you know what i mean) and get your equipment cleared.

Will there be any trouble if i happen to import a Turnigy 9x without the module and the reciever? Will it still get stuck in customs?

But there shouldnt be any hassles as it doesnt have the actual radio in it, it is just like any other electronic equipment without any transmitter or reciever.

Last week i went to mumbai customs and they were discussing about a QUAD without Rx and Tx to Detain it as
They thought that the Buyer already got the Tx/rx and can fly it and so they detained it for no reason .


So importing a Tx or related system is enough for them to detain

But isnt it like illegal to detain for no reason, i mean they need to mention a reason. Even if i have already have a radio and fly i am not doing anything illegal. Importing radios through proper channels is allowed. Sigh i know where this discussion is headed. Lets hope this changes someday.

I ordered some electronics with Kk2.1 Hobbyking Flight controller from Hobbyking some time ago.
Two weeks ago i got a letter that the item has been kept in Mumbai Customs and requires a WPC NOC.
I mailed them back with all the documents and identity prof with the descriptions of items in the box.
But again they said that It came under 2.4 Ghz spectrum and that i had to have a Licence for getting it.

I applied on line ,But i could not find out K.K2.1 Hobbyking board in any of the columns specified.
Also the flight controller is neither a transmitter nor a receiver nor any radio device,so why i should have a licence?.

I am really worried guys.Please help me out . :'(

The flight controller doesn't require any license,there is no radio or wireless device in it.If they keep on insisting on WPC license ask them to prove its under 2.4ghz.
