Need help with customs

How did you contact WPC?
Why are they not issuing approval?
If they dont issue approvals then why does the foreign post office ask for it?
Ask them these and more questions,if possible try to get it in writing, that WPC does not issue approvals.

Also try to talk to guys at Foreign Post Office and tell them that WPC doesnt issue approvals and that your toy doesnt use 2.4ghz tx/rx which needs approval from WPC, instead it uses infrared which doesnt need approval. Tell them the range doesnt exceed more than 15 meters. Ask them to show the circular where it says that WPC NOC is required for infrared rc toys. And do this patiently and amicably. Govt offices take lot of time, so make sure you too have all the time!Take a print of invoice along with you.

If they dont agree, then send it back. Atleast you would get your money back.

OR send an RTI to both FPO and WPC.
Ask FPO on why is a approval required for infrared tc/rx toys?
Ask WPC if any approval is required for infrared rc toys and what is the procedure?(send a copy of the notice received from FPO along with invoice)

It depends upon you how you wish to take this forward. You are not importing a banned item or anything like that. Do not BRIBE them. Because you would be setting a precedent for them.You are doing nothing wrong, and if you are willing to pay the customs duty whatever it may come, then you should go ahead and get this sorted instead of sending it back.

I think much more can be done but it depends on the whole community, otherwise we will have such cases happening over again and again. I dont mind coming down to Mumbai and trying to educate people at Govt offices to make our hobby easier. Thats the least I can do!

catch agents there, they will clear it for u.

no point arguing with them. i too have tried.

try to give declaration that it is a toy for personal use and not for commercial sale. you are ready to pay customs value.

Really agree with kumardesai and sbajare sir that cintact any agent or offer them 2 or 3 big notes them only it can be cleared my friend. I a finding some agents for clearing as soon possible i find a right one i will provide the number here my friend.

These agents could say will able to clear and ask for money end of day nothing happens waste of money and time.

In detail (EXAMPLE)
A person coming from abroad after 3 years like to bring all his house old items.He can't carry all items in luggage now what they do book all goods in cargo Now this cargo tie-up with these agents and they help to clear your goods after it reach India.

These agents work for company and industry to transfer the goods

A Fedex cargo can't be cleared by other agent same way a shipment came through postal can't be cleared by other agent except postal service.

well, I got a quick reply from the customs section after I emailed them asking how to get the WPC NOC, and they said ------" WPC NOC and type approval is required for the transmitter/receiver used and this is a statutory requirement for clearance of transmitter/receiver used in toy helicopter/aeroplane/ other articles. A public Notice to this effect has been issued by the Commissioner of Customs (Import). You have to take the item to the WPC office under Customs escort and obtain necessary NOC. Then only the item can be assessed and cleared."-------
Now I am looking forward to which customs official will assist me to WPC office(In Mumbai only I hope!!!) along with my parcel to give a WPC NOC for a micro plane working on Infrared line of sight principal which does not have a aerial of any sort, except a infrared sensor.....But I guess any sort of wireless equipment has to be type approved by WPC.

I think it doesnt matter which courier company you are using, if there are rules, they are equally binding on everyone.
Now its a different story if its being followed or not.
If your parcel really doesnt contain anything that requires NOC from WPC, then try to talk to the people at DHL or customs department of DHL.
Meet them with an invoice copy, try to explain them that it contains plastic items.Since your parcel contains items nearly 200$ worth it will charged with customs most probably.

Would the customs create any problems about the transmitter?
Should I ask Banggood to separately send the tx and other parts?
Also, do the customs people do Xray scan to find out if the parcel contains radio transmitters? I mean if its not written on the cover, will they even come to know?

select expediate shipping and ask banggod to to delcare only 20%
and your parcel will arrive without any or very less custom duty and you wont need to worry abt tx

Each every shipment is scanned by customs even a Airmail.If customs got doubt then they go for physical check.

Duty is based on LUCK.

I would say its pure pure luck.. I had ordered v911 from Banggood on christmas 25th Dec 2013, just got it delivered to me.. 14 days normal registered shipping.. cant believe it.. so excited.. I had lost hopes after reading many comments on forum but seems like I was lucky  :giggle:

Hey guys, I had book a ARF airplane from hobbyking in december. It was stuck in custom, today i got a "notice of call/cum-show cause memo" from Mumbai customs. Anybody has any experience regarding this?
There are couple of issues i had anticipated
   1. By mistake and in hurry i had gone with default 30% custom declaration on this which had made invoice of only $23 for large box.
   2. There is "drone" in the product name  :banghead:
In memo/notice they had asked me to provide three things.
   1. Invoice, cert. of origin
   2. Catalogue, illustrative literature,drawing, application of goods.
   3. Justification of importers when for actual use.

They had given a email to submit documents but do i/should i go in person? Had anybody experience this before.

This is routine procedure followed by Customs nothing serious or to be worried about. Please send all the asked for documents to include Original Invoice, Technical Literature featuring details about the product through speed post or registered product. Declare the product as recreational toy and the purpose of usage of the product as for personal recreational purpose for Private Practicing Hobby of Aero modelling. You will get the product charged with customs charges applicable in due course of time.

Hobby King always declares the product as toy airplane parts so nothing to be worried about. More the reason customs ask for technical literature.

Send the relevant document soft copy ASAP.No need to worry it will be released

1.Invoice copy the payment mode if paypal just forward the mail (but you have declared under value so no idea)

2. Catalogue or drawing you can get the particular files from the drone page (Below the specification )

3.Write a letter to commissioner of mumbai customs stating for what purpose you imported (example am a student need for project )

Do it immediately nor your goods will be shifted to warehouse then you will be levied extra duty for that too.5 days maximum.

This scenario happen if they got doubt in under value of goods some times they ask for HobbyKing magazine to check for product rate.

Is it drone or airplane ?

If you need you shipment then you will have to submit the docs, if you go personally that's better but then keep yourself while day for this task.

If it's actually airplane then you can ask HK for some mail or letter as to why drone is mentioned or else you can justify when you are personally there..
