I have ordered Hubsan H320F FPV DIY Set Kit few days ago via regular airmail and it has been in customs for 7 days now.

Today I received "NOTICE OF CALL/CUM-SHOW CAUSE MEMO" from Ahmedabad FPO.

It's asking for following
1) Purchase invoice
2) Payment/transaction details
3) Copy of IEC, if any
4) Technical write up
5) Customs tariff no/HSN no
6) Duty exception notification no, it intended to claim
7) Declaration form under rule-10 of customs valuation 2007
End user certificate on company letter head
9) Something related to free sample, if declared as samples
10) PAN card
11) Declare value for assessment purpose if received as gift

There is no mention of WPC approval or anything.


As far as I know, seller have declared value of around $50, and marked as gift. I have mailed them to confirm what they have declared.


What should I do? Should I speedpost documents to them or wait for couple days? Some fellow members have suggested that contacting them will attract unintended duty.

And if I wait and they send parcel with insane duty invoice, what are my options?

You need not send all those documents. There should be tick marks on the required ones only. Are there no tick marks on any of those options?

You can send the documents by email. I don't think you have to send physical documents.

I have received total 2 letters - first came in regular mail in my postbox from customs office, 2nd came as registered mail from postal department informing that my shipment is detained by customs so they can not deliver it until it's released, so asking me to contact customs office.

Send the scans of the documents that you received. Make sure your email to them is very polite.

As for my case, I have asked them to return the parcel to the sender. After following up with them politely for one week, they are finally returning it today. The tracking status got updated. Does anyone know what this means: "MUMBAI OFR SEA/SAL" in the Next Office column?

Had you ordered multiple items and do you plan on splitting order in multiple next time?

I think SAL means Surface Air Lifted

I ordered only one item. Next time, I will get it shipped by Fedex.

What was the issue with your parcel? Duty or WPC certificate?

They wanted WPC approval. I checked on the WPC website to see if my transmitter model was already approved but it was not.

I also contacted them, they told the return of the parcel will be through sea route

Mine is walker minicp it was listed in WPC NOC. Customs was held my cargo and asking for NOC it is in the list of transceivers how to show the customs for this NOC. Can please help me with this.

Thanks for your quick replay. How to download the NOC from wpc for my item. I have register inhttp://210.212.79.13/udefault.asp with my user name and password. and able to see the manufacture in the list. but not able to download and how to show the NOC for Mumbai customs.?
Expect users can you please help me. or can you please provide me direct pdf or send mail to my mail id.

Well Have you registered in WPC there should be options somewhere to download some documents there I think you can get it
Well all Futaba transmitters are approved I think there are approval letters for it
Well I just heard so I think you should register first then search in that website

I have already register with my user name and password. but i am not able to download the NOC from WPC web site for my item micp walkera devo7 or any of the item in listed.

Congrats  you are lucky!!!
Still i am having issue with customs . I called Mumbai customs every day and they are asking me lot of documents and i have  msubmitted all documents and finally they asked me NOC from WPC. I called so many times to WPC dept.. no one picking my calls finally lucky one person was picked up my call and they told me why customs asking NO from WPC 2.4GHZ it is no licensing product.
Finally i have follow the below steps to get the NOC.
register,login and go to import of equipment,select transceiver,next select equipment,next select Guangzhou Walkera Technology  (manufacturer) WK-2042, i find the answer there. get a copy show it to custom wallahs my transceiver in the list still they are troubling me they don't have curtsey . This is my experience with customs finally i reliage  i was wasted my time and money with customs I told them if it is restricted item please send it back to seller and i will get my money back but they not hearing my words and send back to seller. Might be they are given this item to their children ;-).
i don't know why they are behaving like this. I don't know when India will be change with corrupted people.

Customs is a BIGGEST corrupted Department in Indian Government..

So we can't expect any good things with this Department.

if they are release any of our parcel than we are lucky in this case...

they only need Vitamin "M" ...

Well Hey rc product I agree with you actually my cousin is in this hobby and one time his futaba radio got stuck well when he gone to customs the custom officer took him outside and asked 3 green notes of 500 and said I will give you radio now only well they are so corrupt man CORRRRRRRUPPPPPPPPPPT

If we need to solve this issue than we must need take legal action against this activity.

we can file a complain on Vigilance / Complaints - CBEC.

they can look into our case if we file a complain and need to provide some proof of illegal activity.

b'coz if we will not take any action against this then it will raise automatically.

well I agree with you man but my brother took action about it and it was taken and he didn't accept that parcel it was sended back to towerhobbies and then he got his money back in 17 days
well I hope the custom officer will charge somebody anything

I am from Hyderabad but the parcel is in Mumbai. I have given my all doc to one of customs broker in online. he wasted one month time and finally he told me they are not releasing your parcel and asking 10k for bribe to clear

Can you please guide me how to get my parcel release ? One of my friend will go Mumbai next month july i will give all docs to them.
will it work ..? because they are wasting their time .. actually he went 2 months back first they asked fine 700 he is was ready to pay that money then they where told we will not give you and we will send a latter via postal. and was resived a latter form them to submit below docs .
1)Import/Export Code no ( IEC- 010000005 personal use only not for commercial RC helicopter PI967  )
2)Commercial Invoice / Catalogue / Price List ( I have attached a hard copy of latter )
3)Purpose of Import / Export          (This item is for  playing  Indore gaming)
4)Proof of payment / Remittance  ( I have attached a hard copy in the latter)

sent via EMS speed post two times but no luck   
is there any way or can i forgot about the item.
