Public discussion as much as possible... PM for the rest ! We will lose out a lot of good discussion/information on chat, if it were available ! I am already surprised at the PMs I get on interesting topics, which should have been discussed in public in the first place !

Its a good idea, but i guess someone is paying for this domain and hosting too.
Instant chat takes up resources in hosting..i guess its upto admin for now. Bt a good idea.
