+1 I suspect you would need a Military grade GPS based (antenna tracker kinda) tracking system to focus the laser beam at the plane. Remember, as the plane goes far, even 0.0001% error in angular alignment would translate into 10's meter of linear error. This would be enough  to burn you plane or any other flying object around.
BTW even a 100watt Laser cost a bomb (C02 gas laser, at least $2000), how do you think you would arrange 4,000 watts ? YAG array ?
