Does anyone out there know where I can buy a Headband Magnifier and a Desk Lamp Magnifier? Preferably an outlet in Delhi.

Go to Bhagirathi Palace near Chandni Chowk (Lal Quila). Try to locate a shop which deal in Mobile/SMD repair parts/tools. Ask for SMD Re-workstation Light. Another place is the 1st floor market in Nehru Place (Kits 'n' spares), but would be costlier though.
Incidentally I just saw the same today morning in SP Road Mtk, Bangalore.

I have purchased 1.5 years ago table top magnifying glass (double power) with round tube assembly costs Rs. 200 from Chandni chawck, Kolkata. You can check also in Sadar Bazar electronic gift shops those keep RC car even and night lampshade too. It would not be available in display but you surely get and in less cost too.
Or you may get in the gift shop with different lampshade & table lamps, near to your residence.
