NOS / Paraffin Wax Hybrid rocket

I have known that many people in RCI have made Hybrid rockets. Can you tell me about the valve and distribution of oxidizer evenly across the wax? As wax burns only after melting, it causes explosion of the droplets causing turbulent flow of the gases through the nozzle. It is the main reason NASA isn't using Wax as a propellant even now, they are still testing it. How do you make the rocket work with a smooth flow of outlet gases. I'm trying to put wax in a cotton/paper sheet base so that it would reduce the unevenness of the droplets formed. Can anyone recommend any knowledge of help.
