Not aware of any used 30s for sale, but new should be possible.

For a beginner I suggest going for an ARF unless you have somebody local to help you with the build step by step.

This combo (http://www.thundertiger.com/product/4839-F.html) is Rs37500 including the radio. I'll let you know the price without the radio set later.
